2026 Water and Sewer Rates Set: What You Need to Know

As you plan your budget for the year ahead, the City of Bexley wants to provide more information about the upcoming increases in water and sewer rates. Learn about the rate increases and how to save money on your 2026 bills here.

The City of Bexley sends water bills to residents and businesses four times per year. Quarterly bills are mailed in January, April, July, and October.

Bexley's water and sewer services are purchased from the City of Columbus, with billing to the residents of Bexley through City Hall. As a Bexley customer, you'll be issued a quarterly Water and Refuse bill, with the option to make quarterly or monthy payments depending on what fits best with your budget.

Water Payment Options

Water and Refuse bills are issued on a quarterly basis, but you are able to make monthly payments if you'd like! While we aren't able to issue bills on a monthly basis or create monthly due dates, we can accept monthly payments toward your quarterly bill. Monthly payments will be reflected in Invoice Cloud so you can review your balance before your quarterly due date.

Here are the options for making monthly payments on your water/refuse bill:

  • Mail or drop off a payment to us at Water Department - 2242 East Main Street, Bexley OH 43209
  • Set up a recurring monthly payment through your online banking system
  • Set up a recurring monthly payment through Invoice Cloud*

*Plase note Invoice Cloud does charge a fee per payment, so please be aware this will incur an additional cost.

Unsure of what to pay each month? While water use and invoice amounts do vary, you can review your water/refuse billing history on Invoice Cloud to determine a good estimate.

Go Paperless With Online Billing and Payments

Visit payments.bexley.org today to view and pay your water bill online. Online payment can be made by credit card. Credit card users will be charged a service fee (minimum of $1.50 applied to all payments less than $60.00 and 2.49% applied to all payments greater than) to cover banking cost.

Automatic Payment Deduction

Automatic payment deductions are available for residents for the payment of their water/sewer/refuse bills. The deduction will occur on the payment due date. Discount on Water and Refuse Bill

Residents 60+ years of age are eligible to receive a 10% discount on the refuse portion of their quarterly refuse and water bill. The individual on file must be the head of the household or the account holder. Along with the application form (link below), we will need a copy of the account holder's drivers license, or any identification, that has the birthdate and proof of address.

Backflow Prevention Program

The City of Bexley has a robust water quality monitoring program and regularly performs sampling throughout the city to ensure all relevant state and federal standards are met and to ensure that the city’s drinking water supply systems is free of contaminates. The city also works to prevent contamination before it occurs by ensuring that local businesses and property owners comply with current backflow regulations. A key component of this enforcement and inspection initiative is the city’s Backflow Prevention Program which requires certain businesses and property owners to install and operate approved backflow prevention devices. Backflow devices prevent contaminated water or chemicals from flowing back into the drinking water supply if there is a sudden or unexpected change in water pressure. If a property requires a backflow prevention device, they must be installed on all water service lines to the property an inspected annually by a licensed plumber registered with the city.

The Ohio Environmental Protection Agency (Ohio EPA) requires all municipal water systems to implement a cross-connection control program. Cross-connections are the physical connection between the potable water system and where a containment hazard exists, such as irrigation systems, fire protection systems, and any other potential or actual hazard connected directly to the main water supply. “Backflow” is the reverse flow from the fixture/equipment back into the drinking water piping. If improperly protected and a backflow event were to occur, contaminates could flow back into the municipal water supply.

Consequently, it is necessary for the City of Bexley to establish and maintain a cross-connection control program ensuring all backflow devices are protected and tested annually.

To provide the best program possible, the City of Bexley has partnered with Backflow Solutions, Inc. or BSI Online, the nation’s leading backflow data management firm. BSI is fully devoted to helping public water systems with the development, implementation, and maintenance of cross-connection control programs.

Registration Information:

There is no fee to register with BSI Online, but you must submit copies of your credentials and test gauge calibration. To ensure all new tests and previously unknown devices get processed in an appropriate amount of time, please use the 'City of Bexley Test Form'.

Water Distribution System & Map

The City will be submitting a lead service line map to the OEPA to satisfy the requirements of HB 512 passed by the state legislature. This map illustrates the possible presence of publicly owned lead service lines (water pipe extending from the water main to the curb stop/shut off valve). The City currently replaces any lead/galvanized service lines immediately with copper/plastic when encountered during construction or maintenance/repair activities. If there is evidence that the same condition exists on the private side (curb stop/shut off to structure) property owners are therefore notified and required to do the same.

National Pollution Discharge Elimination System: Phase II Program

Polluted storm water runoff is often transported to municipal separate storm sewer systems (MS4s) and ultimately discharged into local rivers and streams without treatment. The Environmental Protection Agency's (EPA's) Stormwater Phase II Rule establishes an MS4 stormwater management program that is intended to improve the Nation’s waterways by reducing the quantity of pollutants that stormwater picks up and carries into storm sewer systems during storm events. Common pollutants include oil and grease from roadways, pesticides from lawns, sediment from construction sites, and carelessly discarded trash, such as cigarette butts, paper wrappers, and plastic bottles. When deposited into nearby waterways through MS4 discharges, these pollutants can impair the waterways, thereby discouraging recreational use of the resource, contaminating drinking water supplies, and interfering with the habitat for fish, other aquatic organisms, and wildlife.

Phase II of this program requires operators MS4s such as the City of Bexley to implement a stormwater management program as a means to control polluted discharges from their MS4s. At a minimum this plan must reduce the discharge of pollutants to the “maximum extent practicable” (MEP), Protect water quality, and satisfy the appropriate water quality requirements of the Clean Water Act.

One component of this program is Public Education and Outreach. In turn the City has partnered with the Franklin Soil and Water Conservation District (FSWCD) on a Water Quality Pledge. As employees, managers and owners of a business in Bexley, we ask that you take the Water Quality Pledge to work to keep the streams that flow through our community healthy. As a Water Quality Partner, your business will educate your employees about stormwater issues and pledge to reach the goal of preventing stormwater pollution. As a Water Quality Partner, you will receive a Water Quality Partner window cling in recognition of our partnership with the City of Bexley and Franklin Soil and Water Conservation District. You will also be recognized on the Franklin Soil and Water web site. Water Quality Partners will have opportunities to learn more about stormwater pollution prevention and to request information assistance for stormwater questions.
