Electrical Aggregation

On April 11, 2025, the City of Bexley entered into a new electric aggregation program agreement with Dynegy, our current green energy provider. The program will officially begin in July 2025 and will offer a fixed rate of $0.0949 per kWh for a 12-month term.

AEP's Price to Compare for January 1 - March 31, 2026 is $0.1065/kWh.

Our previous wind-powered aggregation program with Dynegy will end at the end of April. This means that residents participating in the current program with Dynegy will be temporarily returned to the AEP standard service and rate.

Apples to Apples Price Comparison

On April 11, 2025, the City of Bexley entered into a new electric aggregation program agreement with Dynegy, our current green energy provider. This rate is less than AEP's price to compare of $0.1065/kWh which will run through March.

Our previous wind-powered aggregation program with Dynegy ended in April 2025. This means that residents participating in the current program with Dynegy will be temporarily returned to the AEP standard service and rate.

What to Expect Next:

  • Residents will receive a notice from AEP confirming that the program with Dynegy has ended, and that they’ve been returned to AEP’s standard service and rate.
  • Residents may choose to remain with AEP for the two month time period when aggregation is not in effect, or explore other energy suppliers at energychoice.ohio.gov.
  • Please note: If you choose a different supplier now, you will not be automatically enrolled in the City’s new aggregation program in July and would need to opt in separately.

Frequently Asked Questions

What is aggregation?

Aggregation is when a group of customers join together to form a single, larger customer that buys energy for its members. A large buying group may be able to get a better price for the group members than you can get on your own.

Ohio has a deregulated energy market, meaning you can choose where you buy your electricity generation. For example, you can select to purchase electricity from renewable sources or fossil fuels for your home or business. Some residents may have already selected a supplier for electricity, and you may notice marketers mailing you letters to purchase energy from them.

Why green electricity?

Among the City's core goals is environmental sustainability. Offering a 100% renewable electric aggregation program is “one of the most effective action we can take as a city and as individuals to reduce our greenhouse gas emissions,” states Elizabeth Ellman, the City’s Sustainability Programs Coordinator. 

Why an opt-out program?

A 100% green opt-out program will make green energy the default electric supply for any resident or small business that does not proactively elect another option. Switching to a 100% green opt-out program will further the City’s intentions to reduce greenhouse gas emissions, addresses the climate crisis, and aligns with recent initiatives such as joining Power a Clean Future Ohio and our Race to Zero commitment. 

The City is able to create an opt-out program because of a ballot measure passed in 2001. 

As noted, the City's electric aggregation program is optional. Residents can opt in to or out of the program at any time at no cost. Under Ohio's energy choice system, customers are free to select their own energy supplier.

What do 100% renewably-sourced electric and RECs mean?

In the current market for renewable energy, 100% renewable electric power supply is most feasibly provided for through the purchase of Renewable Energy Credits (RECs). This means that for every electron used in the program, a corresponding electron was generated through wind or solar somewhere in the U.S. and fed into the electric grid. Since there is no difference in electrons, a REC is how we establish that the electrons we are using have been offset by renewably-generated ones somewhere on the grid.

Dynegy has purchased, on the City's behalf, national wind RECs to cover 100% of the electric supply of participating customers in the City. These RECs ensure that the dollars participants spend on their electric supply go to support the further development of green energy infrastructure.

Do I need to opt out, opt in, or do nothing?

AEP customers who wish to participate do not need to do anything, but those who do not want to participate need to opt out. Non-AEP customers will need to opt in if they would like to participate.

How do I sign up?

AEP customers in Bexley will receive an “opt-out” notice with information about the new electric aggregation program in mid-May. Eligible customers that do not opt out by following the instructions in this notice will automatically be enrolled in the program starting with their first electricity billing cycle after June 6, 2025. 

Non-AEP customers can contact Dynegy to enroll, with a bill available to reference. Please contact your current supplier to discuss cancellation fees.

What if I do not want to participate?

This program is optional. Eligible customers who do not want to join the program should follow the instructions in the notice to opt out of the program. Eligible customers who opt out will not be enrolled in the program.

What if I do not receive an opt-out notice?

If you do not receive an opt-out notice, you are not eligible for the program. If you believe this is an error, or you are a new resident or newly in your current home, contact Dynegy. 

What if I want to enroll but am in contract with another supplier?

You will have to terminate your contract early or wait until your contract ends and then enroll in the City’s electric aggregation program. Please note that some suppliers charge an early-termination fee.  

Will I be paying a good price?

We have done our best to secure a competitive rate in a fluctuating energy market, and at the time of procurement (April, 2025) it is significantly below the forcasted standard rate provided by AEP. You are always encouraged to compare products and rates at Energy Choice Ohio: Apples to Apples.

What would happen to the RECs if Bexley residents didn't purchase them?

Through the marketplace, someone else will purchase the RECs. 

What if I am a net metering user?

Residents who have onsite solar will be able to put energy back in the grid, but will not get credit for selling energy back into the grid. 

Can I leave the program?

Yes, you may leave the program at any time at no cost to you. Please contact Dynegy to do so. 

Can I still have my payment automatically deducted from my checking account?

Yes, how you pay your bill will not change.

Who will bill me for electricity? Will I get two bills?

You will continue to receive one monthly bill from AEP. The bill will include the charges for electricity supplied by Dynegy, as well as the delivery service charges from your local utility company.

Is there sales tax?

Dynegy's portion of the bill is rate times kWh; there is no sales tax in the generation portion of the bill. 

If I’m on budget billing with my utility, can I keep this program?

Bexley is set up as bill ready so we can average the 12 months of generation and set a budget bill amount. You will need to contact Dynegy (888-682-2170) if you wish to participate in budget billing for the electricity supplied by Dynegy in the AEP Ohio service territory.

Who do I call to report a power outage or problems with my electric service?

You will continue to call AEP for power outages, problems with your service or questions regarding your monthly bill.

What are the roles of Aspen Energy and Dynegy?

Aspen Energy is our broker for this project, and Dynegy is our energy supplier. 

At Aspen Energy, we are working with Aggregation Specialist Jay Sell (614-884-5300 ext. 234 / jsell@aspenenergy.com) and Senior Energy Consultant John Theibert (614-884-5300 ext. 226 / jtheibert@aspenenergy.com).

What will happen after 12 months? Will there be tiered pricing?

Ahead of the 12 month timeline, the program will be reevaluated to determine the best options for the community. 

If a state regulations change, we will make the necessary adjustments.

Do you like this/ do you think my household should do it?

City Council had 3 readings and voted unanimously to pass this ordinance; it wouldn’t have been brought to the community if there was not confidence in this program. Should there come a time when something changes, the community will be notified. 

What do the different terms and charges on my bill mean?
  • Supply/Generation charge: The cost of making (generating) the electricity provided to you — think power plants and solar arrays.
  • Delivery charge: The cost of transmitting and delivering electricity to your home or business — in other words, the power lines, poles and other equipment needed to get the power to you. There are two delivery charges on your bill:
    • Transmission Service — The charges associated with the extra-high voltage lines that bring electricity from a generation source to your community, and
    • Distribution Service — The charges associated with the power lines that bring energy from your local substation to homes and businesses in your area. On your bill, this appears as a “customer charge” and a “distribution service.”
  • Kilowatt-hours: The amount of electricity you use. Usage drives bills: More use equals higher costs for generation and the two delivery charges.
  • Customer charge: This is a flat fee all AEP Ohio customers pay to support your distribution service’s components that are not impacted by the amount of energy used (such as meters).
