Resourcing Tomorrow Government Roundtable

Hosted at the London Stock Exchange, 30 November

Building upon the overwhelming success of our previous Government Roundtables, the 2025 edition at the London Stock Exchange brought together a record-breaking 66 governments to analyse the global resource landscape. We are now moving from framework to fruition.

While previous Government Roundtables were vital in developing a cohesive policy framework, this year’s mandate is clear: the time is now.

As we move into 2026, the luxury of time has evaporated. Your input and experience are more critical than ever. We are no longer just planning for the future; we are actively defending it.

Conference Themes:

In advance of the Government Roundtable each attendee will be allocated a Roundtable to sit at. Each Roundtable will be moderated by a Rapporteur who will report and present recommendations to the whole audience at the end.

•   Key Pillars of the G7 Critical Minerals Action Plan

Red Roundtable: Defining and Implementing Standards for a Responsible Critical Minerals Market

This session will explore the practical steps needed to establish a global framework for standards-based critical mineral markets. It will focus on creating a system that reflects the true costs of extraction and processing, while ensuring ethical practices and transparency throughout the supply chain. The goal is to move from ambition to a clear roadmap with measurable criteria.

Discussion Points:

  •  What are the core criteria for a minimum threshold for standards-based markets (e.g., labor rights, anti-corruption, environmental protections)?
  • How can traceability be effectively strengthened to verify compliance with these standards
  • What are the anticipated market impacts of implementing a standards-based approach, and how can they be managed to avoid unintended consequences?
  • How can collaboration among different stakeholders (industry, governments, Indigenous Peoples, local communities, etc.) ensure the roadmap is practical and inclusive?
  • What role can new technologies play in monitoring and ensuring compliance with these standards?

Blue and Yellow Roundtables: Mobilizing Capital and Fostering Sustainable Partnerships

This roundtable will address the financial challenges and opportunities in securing critical mineral supply chains. It will focus on attracting and directing scaled investment toward responsible projects, while fostering mutually beneficial partnerships that promote economic development in resource-rich nations.

Discussion Points:

  • What are the key barriers to investment in critical minerals projects (e.g., permitting delays, price volatility), and what are the most effective strategies to de-risk these projects?
  • How can innovative financing mechanisms, including those from multilateral development banks and private lenders, be leveraged to mobilize private capital?
  • How can partnerships with emerging market and developing country partners be structured to support local economic growth and build community trust?
  • What role do institutions like the World Bank's RISE Partnership and the Minerals Security Partnership play in a coordinated investment strategy?
  • How can a commitment to debt sustainability and transparency be integrated into critical mineral-related infrastructure financing?

Green Roundtable: Driving Innovation for a Circular Critical Minerals Economy

This session will focus on the role of innovation and technology in addressing strategic gaps in the critical minerals lifecycle. The discussion will centre on how to advance research and development to reduce dependency on primary extraction and create more resilient, circular supply chains.

Discussion Points:

  • What are the most critical innovation gaps in the critical minerals value chain (e.g., processing, recycling, substitution)?
  • How can private and public innovation ecosystems be better coordinated to accelerate R&D in these areas?
  • What policies or incentives can promote the development of circular economy models, including better recycling and material redesign?
  • How can new technologies, such as advanced processing techniques and substitution methods, address both supply chain vulnerabilities and environmental concerns?
  • How can international cooperation facilitate the sharing of new technologies and production processes with partner nations?
