This PR refactors how “declared by const” is determined for symbols by removing a custom IsConst bitflag and instead querying Oxc’s SymbolFlags::ConstVariable via semantic scoping.
Changes:
- Removed
SymbolRefFlags::IsConstfromSymbolRefFlags. - Updated
SymbolRef::is_declared_by_constto derive const-ness from Oxc symbol flags (and changed its return type). - Simplified live-binding export rendering logic and removed now-unneeded flag population in the AST scanner.

Oxc has a
SymbolFlags::ConstVariableforconstvariables, so no need to add a customIsConstflag
