Goal

Harmonize the 8-system kcenon ecosystem to a consistent maturity level across documentation, code structure, and examples/unit tests. All systems derive from a shared template (cmake/template/), so this is drift alignment, not greenfield work.

pacs_system is the application tier and is held to an adapted standard.
