Acceptance Criteria

• consolidate dependencies.cmake + UnifiedDependencies.cmake into a single SSOT
• unify top-level integration_tests/ and tests/integration/
• move stray root test_backend.cpp into the test tree
• dedup docs/SOUP.md vs docs/compliance/SOUP.md
• README.kr.md raised to >= 70% of README.md
