• root vs docs/ governance (CHANGELOG/CONTRIBUTING) given a single SSOT with markers
• twin Doxygen workflows (doxygen.yml + build-Doxygen.yaml) consolidated or role-separated
• twin doc-audit workflows consolidated

Workflow consolidation touches .github/workflows/ -> requires workflow token scope.
