Context

Part of kcenon/common_system#685 (Wave 2, P1).

Acceptance Criteria

• remove duplicated top H1 in README.md
• README.kr.md raised to >= 70% of README.md
• unify test locations (root integration_tests/ vs tests/integration/, root benchmarks/sanitizers/fuzz vs tests/*)
• relocate DOC_REVIEW_REPORT.md and one-off phase reports out of governance scope into docs/archive
• remove _original-suffixed legacy test files

Coordinate with existing #953 (coverage 40->80%) — do not duplicate.
