Context

Part of #685 (Wave 0). Tracking issue spanning all 8 repos.

Problem

Doxyfile PROJECT_NUMBER, root VERSION, and vcpkg.json version disagree in several systems (e.g. common Doxyfile 0.2.0 vs VERSION 1.0.0; container Doxyfile 0.1.0).

Scope / Acceptance Criteria

• Audit all 8 repos for the 3-way version match
• Fix each mismatch in the owning repo (or via the per-system Wave issues)
• Add the 3-way check to the conformance linter
