This pull request corrects a typo in a comment within engine/src/flutter/tools/gn, changing 'Runs true' to 'Returns true'. Feedback was provided to further align the documentation with the Google Python Style Guide by capitalizing 'Python' and 'True', and by using docstrings instead of comments for function documentation.
Correct "Runs true" to "Returns true", "python" to "Python", and "I.e." to "i.e.".
