This pull request enables Swift Package Manager for the platform_views_layout benchmark by updating the pubspec.yaml configuration and adding the corresponding Package.resolved files for Google Mobile Ads and User Messaging Platform. Feedback was provided regarding stale comments in the pubspec.yaml file that now contradict the enabled setting.
