This pull request refactors how the use-application-binary flag is accessed in run.dart. It introduces a new getter, prebuiltApplicationBinaryPath, to retrieve the flag's value. The existing runningWithPrebuiltApplication getter is updated to use this new getter, and the runCommand method is simplified to use it as well. A new test case is added to run_test.dart to verify the behavior of the new prebuiltApplicationBinaryPath getter.
