When SwiftPM is enabled, it doesn't embed/codesign the Flutter framework via Flutter tooling since it's now handled by Xcode. There was a bug in this, though, which prevented the App.framework from being codesigned. This PR fixes that.

Fixes #181056.

This pull request fixes an issue where App.framework was not being codesigned on macOS when using Swift Package Manager for plugins. It also addresses a problem where the FlutterMacOS.xcframework symlink was not being created.

The changes are well-implemented:

  • In packages/flutter_tools/bin/xcode_backend.dart, the logic for embedding and codesigning App.framework has been refactored into a new _embedAppFramework method. This ensures that codesigning happens correctly, independent of how the main Flutter framework is embedded.
  • In packages/flutter_tools/lib/src/macos/swift_package_manager.dart, the updateFlutterFrameworkSymlink method now includes a createIfNotFound parameter to make the creation of the symlink explicit, fixing the issue where it might not be created.
  • The tests have been updated to reflect these changes, ensuring the new logic is covered.

The refactoring improves code organization, and the fixes are correct and well-tested. Overall, this is a solid contribution that improves the macOS build process.

This was added because I ran into an issue when debugging locally where UnpackMacOS (which embeds the FlutterMacOS framework) was being skipped despite the FlutterFramework package not existing. This was because we check to see if the directory exists to determine if Flutter should be copying/codesigning the FlutterMacOS framework:

via Flutter tooling since it's now handled by Xcode. There was a bug in
this, though, which prevented the App.framework from being codesigned.
This PR fixes that.

Fixes flutter#181056.
