Actually it looks like this bump (or rather the lack there of) is what is breaking the tree right now.

Code Review
This pull request performs a manual dependency roll. The primary change is adding flutter_lints as a dev dependency to examples/api. This is accompanied by updates to several other dependencies across various pubspec.yaml files, such as matcher, test, and test_core, and the corresponding updates to pubspec.lock. A TODO comment has also been added to examples/api/analysis_options.yaml to track replacing the local analysis options with flutter_lints in the future. The changes are consistent with the goal of updating dependencies and appear to be correct.
