Code Review

This pull request updates the README for the licenses_cpp tool, simplifying its description. My review includes two suggestions for improvement. First, a minor wording change for better clarity and adherence to conventions. Second, and more importantly, the new content introduces a link to a GEMINI.md file that does not appear to exist in the repository, which would result in a broken link. Please address this to ensure the documentation is accurate.

For clarity and standard convention, "ci" should be capitalized to "CI" (Continuous Integration). Also, "source code's licenses" is slightly awkward; "source code licenses" is more common and reads better.
