Does this mean we're no longer performing a hot restart when launching on the web? Is that the intended behavior?

Yes, that's correct. We're not launching the web application from a precompiled binary, so the detected previews will already be included in the compilation when we run the previewer application. This hot restart is really only relevant when we're running on desktop, and removing it when we're running on web gets rid of the exception described in #166004.
