I am not sure either, but it looks like something manually dispatched we don't use?

It can be used to manually test the cherry-pick bot tokens #140363. The bot still exists, but I don't know who would be kicking it off at this point.
@christopherfujino do you have an opinion about deleting this? Or scheduling it instead of making it manual to catch token issues?
