The packer cache jobs started failing 10 days ago when we moved to a single package.json file because
yarn gulpno longer works when trying to run gulp in thex-packdirectory. This switches to using the relative path to thegulpscript.Additionally, this PR removes the node_modules from the packer cache to address the issues we've seen with type checks being validated correctly in #61587
