This addresses a regression in 7.9 caused by #70140, where code that was previously added in #70251 was accidentally removed.

The original code provided an onBlur callback on <QueryStringInput /> which was used to cache previous queries in localStorage so they could be surfaced in the autocomplete.

With the KQL bar refactorings, it seems the onBlur prop was no longer being called, so this PR simply adds it back.

Thanks @snide! All good, this makes me realize we should have had a test for this functionality in the first place since it's easy to miss -- I'll update this PR with some tests.
