Replaces #55138.

The Maps embeddable functionality is still currently in Legacy and needs to be migrated to the New Platform. Currently this is a blocker for both SIEM and Observability. The challenge to migrating this functionality is that it's tightly coupled to the Maps Redux architecture. While we could explore options where the embeddable functionality might live in the New Platform and the legacy App would later register additional functionality, it makes the most sense at this point to migrate Maps embeddables and its architectural dependencies and limit hacky dependencies between the two apps.
