GitHub added support for Composite Actions which should allow us to reduce the enormous duplication in our test action yaml file.

cc @bokeh/dev I was hoping this would behave more or less like Azure pipeline templates, but the results are presented slightly differently (more compressed) so it's worth seeing what other folks think:

Basically, all the individual setup steps are combined into a single "Prepare Environment" step. This loses some of the fidelity of having the actions steps split out. However

  • I've often found having lots of steps to be annoying (need to scroll page to get to tests)
  • Using a composite action cuts the bokeh-ci.yml almost in half by removing duplication

I think this is worth merging, but would like to hear any opinions first.

I'm not sure why github has to introduce new features with such naive limitations. However, reducing duplication is a step forward, so I would reduce verbosity of output to help with this. For example, currently tar lists all the files in the log, which is pointless given the huge number of files.
