Restores the intentional rename from "Set" to "Create" for push notification configuration methods that was lost during refactoring. When the protocol was updated to support multiple Push Notification Configurations, the method was changed from "Set" (which implies replacing a single config) to "Create" (which implies creating a new instance among many).
