Summary

Changes

gateway/runtime_footer.py (new): resolve_footer_config + format_runtime_footer + build_footer_line. Pure-function renderer, per-platform overrides supported under display.platforms.<platform>.runtime_footer.
gateway/run.py: append footer to response right after the reasoning prepend (so it never lands on tool-progress updates or streaming chunks); when streaming already delivered the body (already_sent), the footer is sent as a small trailing message instead. agent_result now exposes context_length so the footer can compute the pct; both return paths updated.
hermes_cli/commands.py: new /footer [on|off|status] CommandDef.
cli.py + gateway/run.py: handlers in both the CLI (_handle_footer_command) and the gateway (both the running-agent bypass block and the main dispatch).

Validation

New unit suite tests/gateway/test_runtime_footer.py — 25 cases covering the renderer, config resolver, per-platform override, and graceful-degradation paths. 25/25 passed.
Neighboring tests (test_verbose_command, test_display_config, test_reasoning_command, test_slack, test_discord_slash_commands, test_voice_command, test_commands) — 565 tests passed, 0 regressions from the new context_length key on agent_result.
E2E harness mirroring the exact gateway/run.py call site covered 8 scenarios (disabled default, enabled render, non-streaming inline, streaming trailing-send, streaming+disabled, missing context_length, per-platform override, empty response) — all pass.

Compatibility

No schema changes. Config migration not needed: load_config()'s deep-merge gives existing installs the new nested default automatically (per the "when to bump _config_version" rule in AGENTS.md).
Default is off, so no user sees a behavior change unless they explicitly enable it.
