Summary

Adds dispatch_tool() to PluginContext — a public interface for plugin slash commands to dispatch tool calls through the registry with parent agent context wired up automatically.

Why this is needed

PR #10626 added register_command() so plugins can create slash commands. But commands that need to orchestrate tools (like delegate_task for spawning subagents) had no clean way to do so — they'd have to reach into _cli_ref.agent directly, coupling to framework internals.

dispatch_tool() solves this:

The closure captures ctx, dispatch_tool() resolves the parent agent lazily at call time, and the plugin never touches internal state.

Behavior

CLI mode: Resolves _cli_ref.agent and passes it as parent_agent (workspace hints, spinner, model inheritance)
Gateway mode: _cli_ref is None — tools degrade gracefully (workspace from TERMINAL_CWD, no spinner)
Explicit override: If the caller passes parent_agent= explicitly, it's respected (not overwritten)

Context

This enables converting PR #10240 (/deliver + /fanout slash commands) into a standalone plugin. The plugin would live in ~/.hermes/plugins/hermes-deliver/, auto-discovered via the existing plugin system.
