Grants Management

DCMC provides grant management support for many federal grant programs, including FEMA Public Assistance, Hazard Mitigation, CDBG, the CARES Act, and the Infrastructure Investment and Jobs Act, among others.

DCMC team members have performed project, program, and grant management services for federally funded programs for more than 20 years. This experience has given DCMC expertise in these programs, as well as a deep understanding of how laws and regulations have been implemented, enforced, and amended over the years. This knowledge positions the DCMC team to effectively manage both the programs themselves and the projects funded under them. DCMC staff understand the need for compliance with applicable state and federal laws and regulations and are confident in their ability to manage these services appropriately, efficiently, and effectively.

The DCMC team implements a robust grants management process to handle documentation and information related to funded projects, ensuring that project files are suitable for program review, closeout, and audit. DCMC team members manage this system while working closely with clients to update them on requirements and documentation needs, minimizing mistakes and reducing financial risk.

DCMC staff routinely monitor funding announcements and appropriations bills for potential opportunities. By partnering with clients to track and identify relevant funding, DCMC positions them to take advantage of programs as soon as they become available.

For example, DCMC monitors announcements from the U.S. Department of Energy on behalf of electric cooperative clients to track resiliency and hardening funding programs that may be of interest. As information becomes available, DCMC provides clients with summaries of current and projected programs and opportunities, ensuring they remain aware of potential options and are well-positioned to apply once application windows open. Additionally, DCMC meets with these clients to help identify potential projects and priorities, allowing the team to monitor specific funding requests.

Since 2020, following Hurricane Sally, DCMC has provided grants management services for the Florida Division of Emergency Management (FDEM). During this project, DCMC has assisted more than 100 applicants and processed reimbursement requests totaling over $180 million.
