About Us

DCMC Partners is One of the Largest Networks of Experts in the Emergency Management Field

DCMC team members are former policymakers and program professionals from local, state, and federal governments, as well as private industries. Our subject matter experts have helped shape policy, regulations, and national recovery programs and initiatives, while also creating best practices related to disaster preparedness, recovery, and mitigation.

History

The three founding partners met at the Federal Emergency Management Agency (FEMA) in the 1990s, where they helped overhaul the agency and strengthen the nation’s preparedness, mitigation, response, and recovery programs.

They subsequently co-founded a leading provider of emergency management, disaster recovery, and grants management services, delivering high-quality consulting and staff augmentation support to clients for more than 14 years.

After selling that company in 2014, the partners founded DCMC to continue providing these important services.

In 2020, DCMC Partners joined LEMOINE, expanding the firm’s financial strength and client service offerings.

DCMC staff have extensive experience with projects and programs funded through FEMA IA, PA, Hazard Mitigation Assistance (HMA), UST, and other large federal grant programs. For over 35 years, DCMC has helped clients across the U.S. successfully navigate the disaster lifecycle.

Our Mission

Our mission is to help clients secure and retain the funding needed to fuel recovery, reduce financial risk, and rebuild stronger and more resilient communities in the wake of catastrophic disasters. We also work to build capacity and prepare organizations for the future.
