With changing climate conditions, demonstrated by the increasing number and frequency of severe weather events, helping communities prepare for and recover from these challenges is at the forefront of DCMC Partners’ resiliency efforts. DCMC works with state and federal funding programs that support investments in resiliency and hazard mitigation. Our team has extensive knowledge of programs such as FEMA’s Hazard Mitigation Assistance (HMA) programs and HUD’s Community Development Block Grants–Disaster Recovery (CDBG-DR). We support clients through every phase of the process—from identifying opportunities to implementing projects and managing grants.
Our team offers expertise across a wide range of funding programs, including:
- FEMA’s Hazard Mitigation Grant Program (HMGP)
- FEMA’s Flood Mitigation Assistance Program (FMA)
- FEMA’s Building Resilient Infrastructure and Communities Program (BRIC)
- FEMA’s Legislative Pre-Disaster Mitigation Program (LPDM)
- HUD’s Community Development Block Grant–Disaster Recovery (CDBG-DR)
- DOE’s Grid Resilience & Innovative Partnerships Program (GRIP)
- USDA’s Empowering Rural America Program
- State Energy Resiliency Grants
- State and Federal Resiliency Loan Programs
DCMC works with clients to:
- Identify and develop projects
- Design funding strategies
- Prepare applications and funding requests
- Determine cost-effectiveness and environmental/historic preservation compliance
- Develop and implement public and stakeholder outreach plans
- Implement funded projects
- Manage grant funds
We also ensure clients remain compliant throughout the entire funding life cycle, including procurement and program management. Because compliance requirements can be daunting, DCMC provides full-service support to ensure communities retain all awarded funding.
Since 2005, DCMC team members have helped communities develop, manage, and secure more than $9.4 billion in mitigation and resiliency funding, representing over 2,500 projects for clients and stakeholders. Our resiliency experts have managed some of the largest grant awards in FEMA’s history, including the Hurricane Katrina HMGP grant to the State of Louisiana in 2005 and the Hurricane Gustav HMGP award in 2008. Today, DCMC’s Resiliency Team is supporting Puerto Rico with the management and implementation of the largest Hazard Mitigation Grant Program (HMGP) award in FEMA’s history—approximately $4 billion.
