Response

DCMC provides clients with response management services and operations coordination support to address needs that arise in the immediate aftermath of any emergency or disaster.

No matter the unique challenges each disaster brings, DCMC has extensive experience assisting governments in addressing them.

For example, following the devastating impacts of Hurricanes Irma and María, the Government of Puerto Rico appointed DCMC’s COO, Mark Merritt, as its Operations Section Chief. DCMC leadership worked with FEMA, state agencies, and other stakeholders to identify immediate threats to health and safety. Once identified, DCMC leveraged available resources and capabilities to address these issues quickly and effectively.


Recovery

Many DCMC team members are former policymakers and program professionals at the federal level, making them experts in the laws and regulations governing disaster recovery.

No matter how complex the issue, DCMC provides technical and strategic advice at every step of the recovery process. Our services include, but are not limited to:

  • Documentation of damage and emergency work to ensure funding eligibility for programs such as FEMA Public Assistance
  • Preparation and submission of claims for reimbursement
  • Project and construction management

  • Review of cost tracking
  • Insurance resolution and duplication of benefits resolution
  • Grants management (FEMA and other sources)
  • Staff training on recovery grant compliance

DCMC has helped more than 90 clients navigate federal recovery programs to secure and maximize reimbursement for eligible disaster costs while mitigating future loss. In total, DCMC experts have helped clients secure, manage, and retain well over $50 billion in FEMA and other recovery program funding, plus billions more in insurance resources.

DCMC team members have also staffed Emergency Operations Centers (EOCs) in Louisiana after Hurricanes Katrina, Rita, Gustav, and Ike. The team provided response support at the EOC in Orlando during Hurricanes Frances, Ivan, and Jeanne, and most recently, DCMC was tasked with leading the Operations Section at the EOC following Hurricane María.

Long-Term Recovery Planning

DCMC offers strategic recovery planning designed to engage the public and stakeholders impacted by a disaster, identify and prioritize high-value recovery projects, and align those projects with strategic goals that support the region’s overall recovery vision.

Recovery happens, planned or not. Successful recovery depends on the extent to which communities and stakeholders focus on what is truly important and coordinate resources to maximize opportunities during the recovery process.

DCMC works with clients to develop long-term recovery plans that spark meaningful discussions, provide a framework for coordinating resources, and reflect the issues and concerns of impacted communities. This process ensures the ideas and priorities of stakeholders are heard and incorporated.
