The objective of DCMC Partners’ engagement with Peninsula Light Co. (PenLight) is to manage a comprehensive emergency preparedness project aimed at enhancing the cooperative’s ability to respond effectively to emergencies and ensure continuity of services for its members.

Solutions

Plan Development:

  • DCMC facilitated discussions with PenLight personnel, city, and county agency partners to develop an emergency operations and continuity plan.
  • The plan encompasses processes for emergency activation, information sharing, public information, and continuity of services, among other key areas.
  • DCMC worked with PenLight to align its organizational structures with the Incident Command System to facilitate seamless emergency coordination with agency partners.

Trainings and Exercises:

  • DCMC conducted training sessions for PenLight personnel, focusing on their roles and responsibilities outlined in the emergency operations and continuity plan.
  • A tabletop exercise was facilitated by DCMC, using a wildfire scenario to simulate emergency response actions. PenLight personnel practiced implementing the plan, including preparing and delivering briefings and utilizing plan tools and templates.
  • Following the exercise, DCMC led a debrief session to gather feedback from staff and refine the plan based on their input.
  • Additionally, DCMC organized a half-day training session for finance personnel on FEMA recovery programs best practices, covering topics such as procurement and reimbursement.
  • DCMC also led a functional exercise to simulate the transfer to an alternate power source in the field, enhancing readiness for real-world scenarios.

Project Management:

  • DCMC developed a project work plan outlining tasks, deliverables, and timelines for the emergency preparedness project.
  • Regular project management meetings were held to track progress and address any issues or concerns.
  • When PenLight underwent an enterprise-wide technology upgrade and experienced significant staffing changes, DCMC demonstrated flexibility by adjusting work plan tasks and roles to accommodate the client’s operational priorities and staffing needs.
