Library Usage Policy

Clientele Groups

The Weatherford College Libraries grant the privilege of borrowing library materials from most of its collections to persons who belong to one of the following groups:

  1. Members of the college community
    1. Students- Currently enrolled students at Weatherford College.
    2. Faculty- Current faculty under contract who teach at the College (full time and adjunct)
    3. Staff- Current staff who work in non-teaching roles at the College (full and part-time)
    4. High school dual credit students- currently enrolled at Weatherford College
  2. Persons without college affiliation
    1. Community Patrons- Residents of the Weatherford College service area (Parker, Palo Pinto, Hood, Jack and Wise counties) that are not students, faculty, or staff.  Community Patrons apply for a Speaker Jim Wright Library ID and are allowed borrowing and limited computer privileges through the library.
    2. Special Patrons- These include TexShare Card users from other institutions and special programs offered in relation to the College.  Each type has its own requirements for access to library collections.
    3. Guest users- These are patrons who do not fall into the above categories.  They do not have borrow privileges but may be logged onto a public computer if available. 
Circulation Policy

The Speaker Jim Wright Library’s circulation policy is periodically reviewed and revised by the Library Director and appropriate staff to reflect current library operations. Check-out privileges apply to borrowers on all campuses unless otherwise noted. To renew items, contact the respective WC campus library or the Speaker Jim Wright Library at 817-598-6251 or email library@wc.edu .

In order to check out library materials after the end-of-semester due date (first day of finals), students must be enrolled in the next semester. At the end of the spring semester, students must be enrolled for a summer session or for the forthcoming fall semester. Exceptions are at the discretion of the library staff.

Reserves, Archives, and Reference Collections

These collections do not circulate and are for two-hour, in-library use only.

Fines and Fees

The fine for overdue materials is .25 cents per day, per item (Maximum charge of $15.00 per item). Computer print-outs and copies are .10 cents each for black and white and .15 cents each for color.

In the case of a delinquent student account, unpaid fines/fees will result in a hold being placed on the student’s college account. The student will be unable to obtain grades or enroll until resolving their library account. The Library Staff reserve the right to forbid checking out additional materials to students who have unpaid fines/fees.

WC faculty and staff are not charged fines for overdue items.

Lost Items

Student Policy

When an item is declared lost, the library forgives the fines and charges the patron a $20.00 Lost Item Processing Fee plus the Cost of Replacement (current market price or $50.00—whichever is less).  Maximum possible charge is $70.00 per item.

Faculty/Staff Policy

WC faculty and staff will be waived the first $100 worth of lost materials (this includes the $20 Lost Item Processing Fee). All other processing fees and replacement costs beyond this amount will be charged to the faculty member. This is in effect for the duration that a WC faculty or staff member is affiliated with the college and includes materials owned by WC libraries and interlibrary loans.

Community Patron Policy

Requirements
  1. Current Texas Resident within the five-county service area (Parker, Palo Pinto, Wise, Jack, and Hood)
  2. Valid government-issued photo ID: Texas Driver’s License, Texas Identification Card, current military ID, or current US passport.
  3. Be at least 18 years of age.
  4. Valid Email address.

Community Patrons may use all library resources (books, periodicals, etc.) within the library free of charge. Interlibrary loan services are offered through the local public library.

Annual Library Fee

In order to check out library materials and to receive a personal library computer login, community patrons will pay a $25.00 annual fee.

Late Fines and Other Fees

Community Patron Computer Usage Policy

Non-Weatherford College library patrons are welcome to use the computers in the Speaker Jim Wright Library. Infrequent users will show a valid, government-issued photo ID (Texas Driver’s License, Texas Identification Card, current military ID, or current US passport) and will be logged on to a computer by library staff. Frequent users of guest access will be asked to acquire a community borrower’s card.  It is at the discretion of the library to determine when a community member has utilized the computers at a level that requires purchasing a $25.00 annual library card. As a general rule, any individual who requests a guest login more than three times in one month is considered a ‘frequent user’.

The college reserves the right to bar access to its network or other information technology resources to those who violate its acceptable use and related policies and procedures.

The following actions will result in disciplinary action including, but not limited to, the loss of computer privileges or termination of access to all resources of the Weatherford College libraries:

  1. Damage or destruction of equipment, software, or data belonging to the College or to other users, including the unauthorized adding, altering, or deleting files on College workstations and/or servers.
  2. Altering of system settings or Internet browser settings on college owned computers without express permission of an instructor or a member of the Technology Services staff.
  3. Reproduction of materials protected by copyright.
  4. Violating software license agreements.
  5. Violating or attempting to violate computer system or network integrity, including attempts to bypass network security functions, or to obtain restricted passwords for system administration.
  6. Using College technological resources to harass others.
  7. Utilizing the Internet and/or College equipment for unauthorized material/commercial gain or profit. This includes operation of a personal business (both for-profit and non-profit) or conducting business on behalf of non-Weatherford College entity.
  8. Using the Internet or any College technological resource for any activity prohibited by Federal, State or International law.
  9. Attempting to utilize computing resources for which you do not have access.
  10. Sharing your WC authorized user ID and/or password with others.
  11. Using another person's WC authorized user ID and/or password.
  12. Impersonating another user via any form of electronic messaging.
  13. The production of and/or intentional dissemination of self-replicating or similar nuisance programs (e.g. virus, Trojan horse), whether or not they are destructive in nature.
Children and Computer Use

Children are defined as any person under the age of 18 without a state-issued driver’s license or ID.  Individuals under the age of 18 who are enrolled in academic courses offered by Weatherford College are exempt from this policy as they hold the status of student and have all rights therein. 

The Speaker Jim Wright Library strictly prohibits the use of computers by children.  Parents and adults MAY NOT log on a child as defined above onto the WC computer system nor will library staff do so.  The public library provides computers that parents may access with their child. 

Miscellaneous
  1. A book drop is located in the front of the library for book returns when the library is closed. 
  2. Anyone not abiding by Weatherford College rules may have their community patron status revoked by the administration.
  3. Patron must show a valid Driver’s License or picture ID each visit in order to check out materials.
