Fixes biomejs#7718. CSS Nesting Module Level 1 specifies that `&` (nesting
selector) is a valid <subclass-selector> and can appear after a type
selector, e.g. `h1& { ... }`. Previously SubSelectorList::START_SET
did not include T![&], so the parser stopped at `&` after `h1` and
emitted a parse error.

Changes:
- css.ungram: add CssNestedSelector to AnyCssSubSelector
- generated nodes.rs: regenerated via `cargo run -p xtask_codegen -- grammar css`
- nested_selector.rs: add parse_nested_selector_as_sub_selector (bare &,
  no SCSS suffix) for use in sub-selector position
- mod.rs: add T![&] to SubSelectorList::START_SET and dispatch to
  parse_nested_selector_as_sub_selector in parse_sub_selector
