When Did the LTO Portal Launch?
The LTO launched LTMS in 2020 under the Department of Transportation’s (DOTr) digitization program. Republic Act 4136, the Land Transportation and Traffic Code, is the law that gives LTO its authority. Before you open the portal, prepare these: an active Gmail, Yahoo, or Outlook email address; a Philippine mobile number starting with 09; driver’s license number, serial number, and expiry date (if you already have one); ACR details for foreign nationals.
Step 1: Open the LTMS Portal and Click Register Now

The portal asks whether you are enrolling as an Individual or as an Organization. For personal LTO transactions, driver’s licenses, personal vehicle registration, violations, choose Enroll as an Individual.

The portal asks if you already have a Philippine driver’s or conductor’s license. If yes, enter your License Number, Serial Number, and Expiry Date exactly as they appear on your physical card. If you are a first-time applicant with no license, select No and proceed.

Step 5: Confirm Your Citizenship
Filipino citizens click Yes. Foreign nationals click No and enter their Alien Certificate of Registration number, expiry date, and nationality. This step determines which documents the portal requires from you.

Step 6: Fill Out Your Personal Information
Enter your complete name, last name, first name, and middle name, exactly as it appears on your government-issued ID. Also, provide your birthdate, gender, and mother’s maiden name. Double-check everything here. You cannot edit this information after you click Next.

Step 8: Verify Your Email Within 24 Hours
LTO immediately sends a verification email to the address you provided. The subject line reads: LTO Public Portal, Email Verification. Open that email and click the verification link within 24 hours. After 24 hours, the link expires, and you have to re-register.

Forgot Password or Account Locked?

Click Forgot Password on the login page. Enter your registered email. LTO sends a reset link to your inbox. Check spam if you do not see it. Click the link and create a new password.
Account Locked

Lost Your LTO Client Number
Search your inbox for the original LTO verification email. Your 15-digit client number is in that message. It also appears on your physical driver’s license card and on any official LTO receipt.
LTO Portal Running Slow or Showing Errors?
- Access the portal before 8 AM or after 9 PM. Peak hours, 9 AM to 3 PM on weekdays, are when the servers run slowest.
- Use Google Chrome on a desktop for the most stable experience.

- If the Tracker shows Not Found, your record may not be encoded yet. Wait two to three days and check again.

Checking Violations on the LTO Portal
One of the most useful features of the LTMS portal is the ability to see every traffic violation recorded against your license — and pay them online without visiting the LTO.

- Click the Unsettled tab — this shows all unpaid fines on your license

If the Unsettled tab is empty, your driving record is clean. That is the most important thing to confirm before any license renewal.
Understanding Demerit Points
Every traffic violation carries demerit points that accumulate on your driving record. You can check your total demerit points inside the Violations section. Zero demerit points qualifies you for the 10-year license validity under Republic Act 10930.
Paying LTO Fines Online

Drug Testing No Longer Required for Standard Renewal
Under Republic Act 10586, drug testing for standard license renewals was removed in 2026. You no longer need to submit a drug test result for a routine renewal. Exception: it may still apply if you are involved in active legal proceedings or if an LTO officer specifically flags your case.
For a standard renewal, you need only three things: your original driver’s license, your CDE Certificate, and a medical certificate from an LTO-accredited clinic.
