HC憑證元件 (HC Certificate Component) is a secure middleware developed by the Bureau of National Health Insurance, Department of Health, Executive Yuan (行政院衛生署中央健康保險局, Taiwan). It enables identity authentication, digital signing, and encrypted data exchange for Taiwan’s National Health Insurance (NHI) e-services and healthcare information systems.

Key capabilities:

• Smart card–based authentication for NHI beneficiaries and healthcare professionals
• Digital signature and data encryption to protect claims, forms, and clinical documents
• Standards-based PKI certificate handling, including certificate validation and revocation checks
• PIN management and user-friendly prompts for secure, guided workflows
• Integration hooks for healthcare systems and government service portals
• Support for commonly used smart card readers in clinical and administrative settings
