Now uses "vendored" distutils from setuptools by default rather than from Python stdlib. Based on #542.
The tests often open files without ensuring that they are properly closed thereafter. Running
python -Wa setup.py testproduces a pile of resource warnings. This PR wraps all of the strayopens inwithstatements, eliminating the resource warnings.
