1. For `sonic_deploy.j2`, use port alias to setup vlan config. 2. For SONiC 201803 images, there will be connection error because docker `-H` option requires version >= 18.09. Change back to use `shell` module with `doker exec`. Signed-off-by: Longxiang Lyu <lolv@microsoft.com>
