What does this implement/fix? Explain your changes.
This updates the docstring of OneHotEncoder
fit_transformmethod as it is no longer required to have int as inputs. This also removes the fact that fit_transform is more efficient than fit.transform because it no longer seems to be the case (except maybe for legacy mode).
