#9642) `add_import_record` builds the facade namespace symbol name (`#LOCAL_NAMESPACE_IN_<n>#`) with `concat_string!`, allocating a fresh `String` per import record — only to hand a `&str` to oxc, which copies it into its own arena. The `String` is pure throwaway. Reuse one scratch `String` on the scanner (cleared + rewritten per record) instead of allocating per record. A heap profile (dhat) showed this among the hottest allocation sites during scanning (≈ one per import record across every module). Behavior-preserving — identical bytes are handed to oxc. Covered by the existing snapshot suite.
