Make Discord pre-publish notification non-blocking
This new job is now part of the publish gate (publish needs notify-before-publish), so any transient Discord webhook failure (network timeout, 5xx, or webhook misconfiguration) will block npm publishing even when build artifacts are ready. Since notification delivery is ancillary to release correctness, this should not be a hard dependency for the production publish path.

Avoid failing release job on post-release Discord ping
This step runs after Create GitHub Release, so a Discord webhook error will mark the entire release job failed even though the release artifact and tag were already created successfully. That produces false-negative workflow status and complicates reruns/automation that key off job success; the notification should be best-effort rather than release-critical.
