… if no escape required (#23053)

Previously `escape_template_element_raw` (used by `AstBuilder::template_element_escape_raw`) reallocated the raw string into the arena when it didn't need escaping. Avoid this by passing in `Str<'a>` and just passing it back unchanged if it needs no modification.
