This PR optimizes the semantic checker’s Annex B.3.3 function redeclaration handling by moving the rarely-executed (and now heavier) redeclaration logic into a separate #[cold] helper, keeping the hot-path check_function_redeclaration small and more amenable to inlining.
Changes:
- Split redeclared-function validation into a new
#[cold] fn check_redeclared_function(...). - Keep the hot path to a minimal redeclaration lookup + emptiness check before delegating to the cold function.
- Thread
Redeclarationslice into the cold helper to avoid re-looking up redeclarations and to keep expensive logic out of the inlineable function.

So move all the expensive code into a separate `#[cold]` function, so that the fast checks in `check_function_redeclaration` (the hot path) can be inlined into the caller.
