Fixes allocation tracking for Allocator::alloc_concat_strs_array so that “empty concatenation” no longer records a bump allocation when no allocation actually occurs.
Changes:
- Removes unconditional allocation-stat recording from
alloc_concat_strs_array. - Routes the actual allocation through
Allocator::alloc_layoutso allocation tracking only occurs whentotal_len > 0.

…trs_array` (#21336) Fix a small error in allocation tracking in `Allocator::alloc_concat_strs_array`. If `total_len` is 0, no allocation is made, but it still got recorded as an allocation. It seems our code didn't ever call `alloc_concat_strs_array` in a way which would generate an empty string, so this doesn't affect allocation count snapshots, but still it didn't cover this potential edge case before.
