Towards #188075, same as #188085, but targeting master.
See the description of #188085.

Also updated the documentation a little bit.

This will be CP'd to the 3.46 beta release if nothing goes wrong.

Code Review

This pull request updates the Dart SDK and Flutter frontend server entitlement configurations in the build archives, adding several AOT snapshots to the Dart SDK entitlement list and adding metadata to the frontend server build target. It also adds cross-referencing comments between the GN build files and the binary codesign verification test runner. The review feedback points out minor spelling typos ('entltlement' instead of 'entitlement') in the newly added comments within the GN build file.

Is this specific commit SHA supposed to be here?

It points to the current master in case the file gets moved in the future (I got the SHA from github "permalink" thing). Used that since the old link https://github.com/flutter/flutter/blob/main/engine/src/flutter/BUILD.gn#L61 is now pointing to completely irrelevant code so it took me a while to find the right code and I wanted to avoid the same problem.

It's very random to use this specific commit but I think that's the most information I can give to future readers
