This pull request updates the web bootstrap hot restart logic in packages/flutter_tools/lib/src/web/bootstrap.dart to accept a list of files to reload directly and return a Promise, replacing the previous XMLHttpRequest-based retrieval. It also upgrades the dwds dependency to version 27.1.2. Feedback points out that the newly declared requestedScripts variable is unused and should be removed.
