This pull request updates the minimum Android API level for MediaTek Vulkan support to 32 and introduces logic to retrieve the vendor's SDK version via system properties. A critical issue was identified where the 'property' buffer is used without being declared, which will lead to a compilation error.

fixes #186067
Previously we were gating vulkan usage for mediatek devices on the API version. A better measure of the driver versions is the vender sdk version. This PR switches us to use that and also bumps up the required version to 32 since the bug was reported on version 31.
