The IDE validators were removed in flutter#171924 but this is some leftover code and tests that remained that are not used anywhere.

This pull request removes the vscode.dart file and its corresponding test file, vscode_test.dart. The deleted code was responsible for locating Visual Studio Code installations and their extensions. This change appears to be a cleanup of unused code.
