This pull request updates the configuration for linux_android_emu_unstable. It updates the avd_cipd_version to a new build ID and adds a new CI target linux_android_emu_unstable android_engine_vulkan_tests. My review includes one suggestion to improve naming consistency for the new CI target.

For consistency with other targets in this file, such as Linux_android_emu_vulkan_stable, please consider capitalizing 'Linux' in this target name. Consistent naming improves the readability and maintainability of the CI configuration file.

Will audit if test targets pass on rev 7.
