This adds a new phase to the conductor after applying cherrypicks, to update the engine.version file with the revision from the previous commit. Note, this will produce a different PR, because it has to be in a different commit after squash & merge.

This is a misleading diff. This line was already here, see previous line 153

@matanlurey my understanding is that we still want an engine.version file for released builds so this should still be merged.
The major difference is that release engineers will need to manually kick of post submits after verifying that engine artifacts are made.

Can you double check my understanding?

tl;dr: Yes, bin/internal/engine.version will signal that "always use a pinned engine SHA".

There are some complications when it comes to release branches, which I'm working on right now.
