What changes did you make? (Give an overview)

no-extra-boolean-cast doesn't account for a shadowed Boolean. If someone writes function foo(Boolean) { if (Boolean(bar)) {} }, the rule flags it and --fix rewrites it to if (bar) {}, silently changing behavior.

This adds sourceCode.isGlobalReference() checks so the rule skips non-global Boolean references.
