What changes did you make? (Give an overview)

The rule was only checking the name Promise, so it false-positived whenever Promise was shadowed by a local (parameter, class, let/var, disabled global). I added an isGlobalReference check to both spots that look for Promise — the Promise.reject(...) path and the new Promise(...) executor path — so it only fires on the real global now.

Same approach as #20740 (no-async-promise-executor). For the Promise.reject path I run the callee through skipChainExpression first so optional chaining like (Promise?.reject)(5) still gets caught.

Added valid tests for the shadowing cases (param, class, let, var, /* global Promise:off */, and globals: { Promise: "off" }).

This only checks the global reference, not property access like window.Promise.reject(...) — same as the other Promise rules.

For the Promise.reject path I run the callee through skipChainExpression first so optional chaining like (Promise?.reject)(5) still gets caught.

Maybe add tests for this as well?
