Related to #60023
I forgot that we're unable to change the pattern that runbld (the tool that loads test/jenkins results into ES) uses to look for all xml in the
target/junitdirectory. Thanks to the keen eye of @leathekd we realized that SIEM results were being excluded because the filenames don't start withTEST-. By updating the pattern these files will now be seen by runbld and failures will be indexed into ES where we can query/monitor flakiness across PRs.
